Once your knockdown rebuild is locked in, the demolition phase follows a fixed sequence. Out-of-order lodgements are the #1 cause of stalled projects.
Step 1 — On-Site Inspection and Fixed-Price Quote
A proper demolition quote is impossible to write from satellite imagery and a phone call. We walk the property and document:

If your home was built before 31 December 2003 (and especially before 1990), assume asbestos is present until proven otherwise. The handover stage is where rushed demolitions create the most expensive problems in Phase 2. A properly cleared block at handover should be:
- Completely cleared of structures, slabs, footings, fence post concrete, sheds, septic systems and old paving
- Free of demolition rubble — every truck tipped at an EPA-authorised facility, with weighbridge dockets on file
- Free of asbestos contamination — with an asbestos clearance certificate from an independent licensed assessor
- Graded to a level agreed with your builder (never higher than surrounding kerb without specific drainage design)

Most homeowners assume “the demolition company sorts the paperwork” and “the council just signs off”. Both are partly true, but three different agencies are involved in a single suburban knockdown rebuild:
- Your local council — issues planning permits (where required), Section 29A demolition consent, and asset protection permits
- A Registered Building Surveyor — issues the building permit for demolition (and later, the building permit for the new construction). Can be private or council-employed.
- WorkSafe Victoria and EPA Victoria — regulate the work (safety, asbestos) and the waste (classification, transport, disposal)

A Heritage Overlay is the single most common reason knockdown rebuilds get refused or substantially redesigned. The five councils with the largest concentrations of Heritage Overlays — City of Stonnington, City of Boroondara, City of Yarra, City of Melbourne and City of Port Phillip — are consistently the most rigorous, with Bayside strict on individually significant Edwardian and inter-war homes, and Mornington Peninsula heavier than most outer councils because of its dense overlay coverage.
Critically: two near-identical houses on the same street can have very different controls. Only one might carry the overlay. Don’t rely on a property’s age alone — some 1960s buildings are heritage-protected, some 1890s cottages aren’t. One of the most consequential decisions on a knockdown rebuild is who runs the demolition. There are two valid models, and the wrong choice for your project type can cost weeks.
Model A: Builder Handles Demolition
Your KDR builder takes responsibility for both phases, subcontracting demolition to one of their preferred operators. Simpler from a contractual standpoint — one contract, one point of contact, one warranty pathway.
Best when: the build is a straightforward project-home design in an outer-growth corridor with no heritage or asbestos complexity.
Trade-offs: the demolition subcontractor is chosen for the builder’s margin, not your project. Asbestos may be subcontracted further down. Documentation pack is often thinner. Disputes (if any) are buried inside the builder’s contract.
Model B: Separately Contracted Demolition Specialist
You contract a licensed demolition company directly. They handle Phase 1 entirely and hand over a fully cleared, soil-tested, surveyed block to your builder, with a complete documentation pack.
Best when: the property has a Heritage Overlay, significant asbestos, partial-demolition complexity, fire damage, contamination history, or an architect-designed build where the slab depends on accurate as-built information.
Trade-offs: two contracts to coordinate, two deposits, a clear seam between phases. Most homeowners find this more transparent rather than more complex.
The single rule: decide which model you’re using before the deposit goes through. Before you accept handover of a “cleared” block from any Melbourne demolition contractor — yours or your builder’s — every box on this list should tick:

Is a knockdown rebuild cheaper than renovating in Melbourne?
It often is — particularly for pre-1990 brick veneer and weatherboard homes where a comprehensive renovation would touch the slab, the roof, the wiring, the plumbing and the bathrooms. Either model works, but you should decide before signing anything. If your project involves a Heritage Overlay, significant asbestos, partial-demolition complexity, fire damage, contamination history, or an architect-designed build, contracting a licensed demolition specialist directly is usually cleaner. What does “build-ready” actually mean at demolition handover?
A build-ready block has: every structure, slab, footing, fence-post concrete and old paving fully removed; every truck of rubble lawfully disposed of with weighbridge dockets retained; an asbestos clearance certificate from an independent licensed assessor where ACM was present; EPA Waste Tracker reconciled for every reportable priority waste movement; site grading to a level agreed in writing with your builder; no buried fill or rubble; survey pegs re-established; geotechnical investigation arranged on the cleared block; asset protection final inspection passed; and a complete documentation pack handed to the property owner. Can I demolish my home myself as an owner-builder for a KDR?
