The Knock-On to Everything Else

If non-friable asbestos is left in place and the building gets pushed over by an excavator, the material is mechanically damaged and becomes friable. The whole site — including the surrounding soil — becomes contaminated. The top 100 mm of soil has to be removed and managed as asbestos-contaminated reportable priority waste. None of the remaining concrete, brick, timber or steel can be recycled, because every stream is now classified as asbestos-impacted waste.

A demolition that should have hit 85% recycling collapses to roughly 0% diversion. The whole site ends up in an asbestos cell at premium rates. Class A friable clean-up costs 3–5× what a properly sequenced Class B job would have cost.

Skipping the proper asbestos sequence doesn’t just create a health and compliance disaster — it destroys the entire recycling outcome for the project.


Truck 6: The Soil Truck — Tested First, Tracked Second

Soil is often the forgotten waste stream on a Melbourne demolition. It shouldn’t be.

On a properly run quote, this should appear as a separate, modest line item — not as a catch-all “mixed waste tipping” charge that swallows the entire project. If a quote bundles the whole job into one big landfill number, the contractor is either overpaying levy on every tonne, or planning to tip somewhere unlawful. Can demolition rubble be buried on my own property in Victoria?

No. Burying construction and demolition waste on your property is a duty breach under the Environment Protection Act 2017 — even on your own land. Soil and rubble can only be deposited at a lawfully authorised place for that waste type. Buried rubble also surfaces as a contamination liability in future title searches, building permit applications and subdivision approvals.

How much does the Victorian waste levy cost in 2026?

For the financial year 1 July 2025 to 30 June 2026, the metropolitan municipal and industrial waste levy is $167.90 per tonne, up from $129.27 the previous year. Rural rates are $84.78 per tonne for municipal waste and $149.33 per tonne for industrial waste. Higher rates apply to certain priority waste categories. The levy is scheduled to rise again from 1 July 2026 under the indexed fee-unit system in the Environment Protection Act 2017.

What is EPA Waste Tracker and why does it appear on demolition quotes?

Waste Tracker is EPA Victoria’s digital system for tracking reportable priority waste from cradle to grave. Every movement of asbestos, contaminated soil and other RPW is logged in Waste Tracker by the producer, transporter and receiver. If your demolition produces any RPW (most do, because of asbestos), Waste Tracker is legally required — and the duty sits with the producer of the waste, which can include you as the property owner. A demolition quote that doesn’t reference Waste Tracker is operating outside the current EPA framework.

What happens to steel and metals from a Melbourne demolition?

They get sold to scrap recovery operators and re-melted in Australian electric arc furnaces. Steel doesn’t cost money to dispose of — it generates revenue against the project. Reinforcement bar, roof sheeting, structural steel, copper pipework, aluminium window frames, brass plumbing fittings and cast iron are all segregated separately on site and sold by weight. Can the materials from my demolition be reused on my new build?

A contractor who hesitates on any of these — or who can’t name the actual crushing facility, scrap yard or asbestos cell they use — is not operating under the current 2026 EPA framework.

What are the penalties for getting demolition waste disposal wrong in Victoria?

Penalties under the Environment Protection Act 2017 are substantial. Breaches of the General Environmental Duty can attract penalties up to roughly $907,200 for individuals and $1,814,400 for companies per offence, depending on the year’s fee-unit values. Illegal disposal of prescribed industrial waste can result in fines exceeding $1.6 million for companies plus potential criminal prosecution. Beyond fines, EPA can issue stop-work notices, recover clean-up costs and publicly name offenders.
